If you are new to GIS and wish to create your own maps using shapefiles, there are plenty of free resources that you can use. Here is a brief introduction. Also, the free Learn2Map GIS Tutorial and Shapefile Atlas has helped many learn the fundamentals of GIS so that they can create their own GIS map projects.
